Excellent idea, however there are two problems... We now would have to pay for a soundstage with a big enough green screen, and we'd still have to pay for the filming permit to film the background plate of the city we could then matte in...
Well, now we have to buy a copy of Maya (more than a thousand bucks) oh... and send someone to school so we actually know how to use it... (a couple of thousand more)...
Not to mention you're talking about an hour of work for every second of rendered video...
