In a Track room ask the Track director. A lot depends on the number of people in the room and if the guests are OK with it, so panel by panel and track by track it could change.
In large rooms don't block paths with it and don't set up around the tech equipment.
If you are ask to move or remove the tripod then please do so.
I've used one in several different panels, several different years. I always try to get on the far end of a row, so that if I set it up, it won't be in anyone's way, and if I need to stand up to adjust it, I won't be in anyone's way either. :)
I don't think they're disallowed, but they're more trouble than they're worth; you usually won't have time to set it up if you're getting pictures of cosplayers; the cosplayers have places to go to just like you do (I say that as a cosplayer).
A monopod is a better idea. It gives you some stability, but doesn't require setup. Just plant and shoot.
