10th floor is the way to go. If more groups gather there for photos, more people will stop by to take pics. Until last year I had no idea there was so much space up there! And people were definitely hanging out there without a specific purpose. It seemed like people stopped by when they noticed other people there and wanted to see what was happening.
Last year I wanted to stop, admire and get a pic of some of the great costumes but stopping was nearly impossible and/or I didn't want to be the person that was holding up anyone else.
