Considering the number of videos that pop on youtube the week after the con (and the number of people I saw with cameras on tripods to the sides and the back of a few rooms), I don't think they really care.
Unless they say otherwise, it's generally allowed. I know that Crossed Swords does not allow videotaping of their sessions because of past instances with bootleg "Crossed Swords Teaches You How to Swordfight" DVDs showing up on the market.
i'd gather that unless they're talking about a new product that hasnt been made public yet, one of the movie/anime showings, or if the display is somewhat dangerous, they have no problem with videotaping. the number of huge tripoded vidcams i see at a lot of these things is amazing.
Yeah, the bigger panels it can be a no-no, but if they tell you no taping it's usually a good sign. Usually means you're gonna get a new trailer, film footage, gameplay footage, or deleted scenes.
Videotaping panels is allowed in general as long as you follow these basic rules ...
1. Some panels may be declared "no videotaping allowed" (due to guest restrictions, contractual obligations, etc.). If that is the case, then don't videotape (security can ask you to leave if the rule is violated).
2. There are camera platforms setup for the Dragon*Con Videography staff. Do not use them for your personal equipment (again, I introduce you to the security staff).
3. Do not setup equipment in a way that blocks the aisles, doorways or otherwise prevents other people from enjoying the show. This is an issue with people's mobility and the dreaded Fire Marshall.
4. You may not be able to draw power for your equipment from the outlets in the room. This is an issue with blocking walkways with cables & getting in the way of tech/videography staff using the same power circuits.
5. If the convention or hotel staff asks you to move your equipment or stop recording, please do so.
