Of course they are considering capping the con. It's an option. They had someone mention my suggestion from a few years ago, about elevator operators. They are considering it. Good or bad, they have to do what's right for the con. Considering it is one thing. Realizing it's an option and making changes to avoid it are two different things.

Caps will probably come when someone on high decides that the cost to the city (code violations, security, etc.) is greater than the benefits the con brings to the city and tells D*C to cap it.
